With the integration of government，industry，university and research，both the industrial innovation elements agglomeration and the international cooperation in COMAC are strengthened which promotes the effective integration of safety and economy. In the new era，there are more and more uncertain factors of the international development environment，and the restriction of aviation manufacturing industry level is still serious. So that，many transformations should be done in Pudong to promote the leapfrog development of China’s aviation manufacturing industry.
